On the coronary heart of the case is Govt Order No. 50, issued by Mayor Adams, which aimed to facilitate cooperation between the New York Metropolis Division of Correction and federal regulation enforcement, together with U.S. Immigration and Customs Enforcement (ICE).

The settlement was designed to determine and take away harmful unlawful aliens charged with violent crimes – together with repeat offenders and gang members – from metropolis custody and switch them over to federal authorities.

The Trump Administration has repeatedly confirmed that they may use that workplace and ICE’s presence on Rikers to supercharge their mass deportation efforts.

To hold out this plan, on April 8, 2025, newly appointed First Deputy Mayor Randy Mastro appearing as proxy of Mayor Adams-issued Govt Order 50 to permit ICE again on Rikers Island.

Govt Order 50 and the actions main as much as and surrounding it are unlawful, null, and void, and any steps to implement it needs to be instantly halted by this Courtroom.

In siding with the Council’s radical anti-enforcement stance, Decide Rosado quickly barred Adams, First Deputy Mayor Randy Mastro, and all metropolis personnel from negotiating or implementing any cope with the federal authorities—successfully handcuffing regulation enforcement.

“Upon the foregoing paperwork, the Courtroom points the next interim order granting a brief restraining order prohibiting Defendants Mayor Eric Adams, First Deputy Mayor Randy Mastro, and the New York Metropolis Division of Correction, and any and all New York Metropolis authorities officers, officers, personnel and companies from taking any steps in direction of negotiating, signing, or implementing any Memoranda of Understanding with the federal authorities relating to federal regulation enforcement presence on Division of Correction property,” Rosado wrote.
