    China and the Philippines are engaged in a dispute over who’s responsible after a confrontation between their vessels within the disputed South China Sea left a Philippine sailor injured.

    The incident happened on Monday close to the Second Thomas Shoal, residence to a grounded Philippine warship, the BRP Sierra Madre, that Manila makes use of as a army outpost.
